SCHOOL COMMITTEE MEETING MINUTES

10 NOVEMBER 2022

 

Chair Shelly Goolsby called the meeting to order asking that a motion on approving the agenda be made.  That motion by Commissioner David Adams and seconded by Commissioner Matt Rubelsky to approve the agenda was made and was approved unanimously.  She then asked Commissioner Rubelsky to offer the prayer and lead the pledge, asking for special prayers for Commissioner Tim Risner and for the wife of Commissioner Roger Reedy.  The Minutes of 29 September 2022 were moved for approval by Commissioner Erin Curry and seconded by Commissioner Tracy Wilburn.  The Minutes were approved unanimously.

 

First Agenda Item – 22-23 Budget Amendment.  This proposed amendment addressed fund movements for salaries, which must be approved by the Commission, and were for Special Education and for Transportation.  The funding for Special Education salaries was for a new special education teacher and did not require additional funding for the school’s budget.  The second, Transportation, was to cover additional overtime required due to staff shortages.  A motion by Commissioner Tracy Wilburn, and seconded by Commissioner Joseph Sutton, to approve the amendment was made and was approved unanimously.

 

Next Agenda Item – Old Business/New Business.  Commissioner David Adams asked for an update on school refurbishments.  Dr. Vicki Beard, School Superintendent, said they are in the final stages of putting together the bid packages for the various schools.  Knox Vanderpool, School Board Chairman, discussed the scheduling issues, noting six months for two of the schools to completion.  He specifically mentioned the HVAC system noting the government has changed the efficiency ratings, resulting in higher cost on some of the units.  He also said they will probably be over budget on one of the schools, with all construction costs becoming more costly due largely to inflation.  There will be a meeting next week with the County Executive to discuss some possible cost savings such as warehousing some material so as to get a cheaper cost.  Commissioner Rubelsky asked about the timing between fiscal years in terms of the cost and budget, and Ms. Beth Moore-Sumners, Director Financial Management , noted that there is a special line for these projects which means the funding not used in one year will be “rolled over” and rebudgeted the following year.

 

With no other old or new business, Commissioner Wilburn moved for adjournment and with Commissioner David providing the second, the meeting was adjourned.
