Chair Andy Edwards opened the meeting asking Tommy Pope to offer a prayer and lead the pledge. The Chair then asked for a motion on the 5 November 2025 minutes and Commissioner Terry Jones moved the minutes be approved, and with Commissioner Annelle Guthrie offering a second, the minutes were approved unanimously. The Chair asked if there were any public comments, noting the comments would be limited to five minutes and should address the agenda. He also noted there would be time later for public comments on the individual agenda items. He then summarized a tentative proposal for Ridgeview property, which has 3 lots, and all bordering on a county road, (with less than five acres each which requires Planning Commission approval). Mr. Barry McGlothin, proponent for the proposal said he does not yet have the E-911 signature, is diligently working to secure that signature, and asked if the proposal could be approved tentatively. The Chair noted he had been in discussion with the Planning Commission secretary Ms. Kristen Pfeiffer to determine approving the application pending the E-911 approval; Ms. Pfeiffer as Secretary is the official approving signature on plats. Based on that discussion the Chair asked for a motion to approve, contingent on obtaining the E-911 approval, and a motion to approve was made by Commissioner Terry Jones, seconded by John Haislip, and was approved unanimously. County Executive will retain a copy of the plat and upon signature by E-911 will notify Mr. McGlothin that the Planning Commission has officially approved the plat.
The Chair gave a Chairman Report, noting that in mid-November he had met with the County Attorney Chris Williams and with the attorney for XRio Ranch LLC to discuss the possibility of having a working session to discuss further XRio and their understanding of what is a subdivision and the approval process required. At this time the Chair said he did not have a response on making that happen. Commissioner Terry Jones noted that in a work session there can be no voting, no decisions. A member of the public asked if the work session would allow public to attend, with the Chair saying yes. The Chair then opened the meeting again for public comments with Ms. Rosemary Martin asking did they say they considered the development a subdivision, with the Chair saying under Tennessee code with the internal roads, we consider it a subdivision. The County Executive Graham Stowe said the above meeting was the response to the CA letter sent previously to the LLC.
Unfinished Business/New Business – There being none, Tommy Pope moved for adjournment and with Brian Marks providing the second, the meeting was adjourned.
