FINANCIAL MANAGEMENT MEETING MINUTES

Financial Management Chair County Executive (CE) Graham Stowe opened the meeting asking Commissioner Matt Rubelsky to offer a prayer and lead the pledge. The minutes of 18 June 2025 were then moved for approval by Commissioner Matthew Hopkins, seconded by Commissioner Tracy Wilburn, and were approved by acclamation.
The CE then turned the meeting over to Shana Woodard, Finance Officer, to discuss the first agenda Item -Asset disposal. A handout was provided on 51 asset disposition authorizations with several reflecting school buses, as well as some showing multiple items. All will be placed on Gov.Deals for sale, with the majority being school assets and showing School Board’s approval, and with two exceptions those sale funds will be returned to the Giles County School’s budget, as the original owner of the items. The two exceptions are assets from the Circuit Court, and they will be disposed of the same way and funds returned the same way (to Circuit Court budget). The CE asked for clarification on the rather large number of dispositions with School Superintendent Vickie Beard commenting that some of the items were brought forward earlier but with no meeting since June were only now being provided for approval. She commented further that there will be others being brought forth as well. Re the vehicles she noted the dispositions follow state requirements, i.e., buses can remain in service up to 17 years; any school bus being operated for a 16th or 17th year must have mileage under 200K or replace the bus with 90 calendar days; and must have a safety inspection conducted and a cost charged by the TN Department of Safety. Questions were raised by Commissioner Evan Baddour on who does the local inspection before being placed on asset disposition; cost comparison on repair vs value of vehicle; and re question on lightening strike damage, the School Superintendent said that a lightening strike proof is required (difficult to show). An original motion to approve all except the vehicle struck by lightening was made but later was amended after the above discussion. The CE asked if there was anyone from the public that wanted to speak and Ms. Cheryl Lynn Albury asked when the items might appear on Gov.Deals. Ms. Mary Taylor Hewitt, Finance Office, said she would start the process today. The amended motion by Commissioner Tracy Wilburn, seconded by Road Superintendent Gene Barnickle, to approve all dispositions provided by the handout was moved for approval and was approved unanimously.
The CE said there being no old business, he asked if there was any new business, and there was none. A motion to adjourn was made by Commissioner Matthew Hopkins, seconded by Gene Barnickle, and was approved unanimously.
