Chair County Executive (CE) Graham Stowe opened the meeting with Commissioner Baddour offering a prayer and leading the pledge.  The Minutes of 15 January 2026 were moved for approval by Commissioner Matthew Hopkins and seconded by Commissioner Tracy Wilburn and were approved unanimously.  The CE mentioned grants from South Central Tennessee Development District for the Agri Park playgrounds; the OMNIA Cooperative Purchasing Agreement would be the most cost effective means of purchasing the playground equipment. He noted that by entering into the OMNIA purchasing agreement there is already an established price for government entities, and no bidding is required.  Financial Manager (FM) Beth Moore-Sumners stated this is a name change only for the agreement (to OMNIA from earlier name in previously approved agreement) and must be approved by the full commission.  A motion to approve the newly named purchasing agreement was made by Commissioner Matthew Hopkins, seconded by Road Superintendent Gene Barnickle, and was approved unanimously. A question on any necessary change to Agri Park insurance was made by Commissioner Hopkins with the CE responding no.

New Business – The FM gave an update on the county’s time keeper software and recognized Shelby Thomas who single handed has worked tirelessly and diligently in all aspects of implementing the software.  The FM noted the implementation challenges across multiple departments, including the schools. The CE presented Ms. Thomas with a Certificate of Merit recognizing her efforts.

Motion to adjourn was made by Commissioner Tracy Wlburn, seconded by Road Superintendent Gene Barnickle, and was approved unanimously.
